[Merkaartor] Merkaartor 0.18.3 release

Hi!

I have just finished the Windows build and published the 0.18.3 release.

I had some issues with build system and had to make an alternative. I
also took the opportunity to get in a few last minute fixes.
Unfortunately, 0.18.3 tag was on another commit for some time and I hope
it won't cause anyone trouble. The changes were however non-critical and
mostly contained build stuff, so they should be equivalent.

I did some testing under Wine, and the Windows version looks fine. I
haven't tested much on real machines, so please let me know if you find
any issues.

Also, the Mac OS X build is mostly untested, as I don't have a real mac
(only a crappy and slow virtual machine).
