[Moderation] duplicate ways

Hi
I'm not sure if this is actually vandalism, but it seems one or more
users has been adding lots of [partially] duplicate ways to Ecuador.
I believe this is due to lack of experience, since it's a fairly new

Some examples (the city of Riobamba is full of these):

On the other hand, some of the roads, for example curves, are way too
detailed and exact to be input by hand, so I think this might be an
import of some kind. I see JOSM is used.

Now, the additions aren't actually vandalistic, they are just bad
quality because it seems the existing streets aren't taken into
consideration.
Also have a look at changeset

which has 6536 pages...
All this strengthens my feeling of copy+paste/import from other map
sources. Could be copyright infringement, what do I know.
What should be done about this? I like the very large increase in
detail, but preexisting data isn't taken into account it seems.
Well I'm going to Riobamba tomorrow, so I'll check if these are real
streets.
