Ian,
For future reference, try changing something in JOSM and saving it to a file
before uploading. If you look in the file you'll see it has added an
"action"="modify" to the edited item, so that when you reload the file it
knows there are uncommitted changes. There is also "action"="delete" (or
something like that), and of course newly created items are given temporary
ID numbers, which are always negative, until a real ID number can be got
from the server.
