[OSM-newbies] Complete newbie

Hi all,

I would like to add some mapping information from my area. belgium  
east flanders

Can I begin using a map? I have NGI carts (national cartographical  
instituut) 1:50.000 detailed carts.
Can I load this cart and use josm editor to overdraw my area? or do I  
need to walk through my streets with a gps receiver? If it has to be  
with the gps receiver. I have an apple notebook G4. How can I log my  
gps points?
