The numbers work, and a similar bookmark list for my country works great.

I have added your location to the bookmark list, and that works through 
   josm. I have also tried to download OpenStreetMap data and tracks for 
Tonghae, and I do get some limited data downloaded, so it seems to be 
working.

Have you marked openstreetmap data and tracks to be downloaded? If you 
download the data as a new layer, then maybe that could be the cause of 
the problem you experience.

For me it takes some time for the download to start, then it takes even 
more time for the data to be prepared, so have patience.
