[OSM-newbies] Tags for latitude/latitude control data

The points that Kelly links to appear to be an obsolete set of survey 
locations, as were popular with many agencies pre-GPS. All the ones I've 
looked at appear to be abandoned or destroyed.

They aren't really a network of recognisable survey point landmarks with 
physical structures like the historic OS trig. pillars, or even useful 
survey points like the current OS passive GPS network.

For that reason I think including them on a map is likely to devalue the 
survey_point attribute, although others may disagree.
