Yes. The rule of thumb is: if the properties of the way change, split it into 
separate ways and tag them differently.

For bridges, you have to split the way into three: a "pre-bridge" way, 
a "bridge" way (with "bridge=yes" and "layer=1"), and a "post-bridge" way.

No. Segments shoudn't be tagged.
