As already stated, the safest method is to use the general direction of
a way
from West to East and/or
from South to Nord
Especially for osmarender3, this rule is still needed.
In general, all segments in a way should be ordered in the same
direction (along the way), also the sequence of the segments in the way
should be ordered (JOSM can show numbers of the segments in a way).
Also, a way should be a single line of segments, without splitting (like
a "Y").
But I can't think of a special rule for cul-de-sacs.
