There are more than one way to do this, but none is correct in all respects.
My favorite solution would be to use the same way for the lake and the
island, so the island basically becomes a hole in the lake area.
For that you'd make sure the lakeshore is drawn clockwise, while the
islands are drawn counterclockwise.
Yes, Maplint will complain about non-contiguous ways. IMO you can safely
ignore this in this case, because these ways are not used for routing
later on.
