And further to this, when it comes to marking the continuation of the
blocked road,  I would enter it as a separate way. Although this means
that the name etc is duplicated between one side of the main road and
the other, it's the most likely to work properly in editors and
renderers at the moment.

There's often talk about changing the way we do things to 'link'
different ways together (known to some as 'superways'), but that's all
still on the drawing board.

So, in short, I would put:
sideroad way1 | footpath| (main road node) | footpath | sideroad way2
(if, of course, the side road is blocked off on both sides of the main road)
