IIRC the coastline way must be continued.
So if you have a river estuary you need to put a segment across it and
add it to one of the coastline ways next to it.
the usual rules apply: (Sea)water to the right of the segment.
The river can be left "open" if the segment orientations do not match.
Yes, maplint will complain, but at the moment you can safely ignore that
for area type things, at least as far as tiles at home is concerned.
