The fact that the map is rendered by Mapnik and Osmarender at the same time. 
Mapnik renders a dotted red line, and osmarenders renders a solid brown line.

Ever seen that small "+" sign at the top right corner? Try it. Also, drop by 
www.informationfreeway.org to see the maplint overlay, which only renders 
errors.

You'll have to use JOSM for that - the latests versions can tell you who was 
the last person (or robot) to edit the data in an area. Have a look at the 
JOSM wiki page to download it:
