[OSM-newbies] JOSM Error message : 403 Forbidden

Error 403 is "Forbidden". This is most likely because the OpenStreetMap
database has undergone a big upgrade, so it's read-only for a while.

I think at the moment the database is read-only, so any changes you make
might not be able to be written back for a little while. It may be that when
you tried to connect it was still in mid-upgrade. Maybe wait a little while
& try again.
