[OSM-newbies] US Mapping and Tiger Data

I'm in Stamford, CT, USA and I'm interested in contributing. In fact, I 
just kind of jumped in and have started creating some ways around town.

I've heard that US TIGER data is being uploaded. Should I bother 
entering ways wither by tracing satellite images or gps data? Or should 
I wait for TIGER data be uploaded and then help verify that data? What 
happens when TIGER data is loaded for an area which already has user 
entered ways? Is it OK to merge a user entered way with TIGER data where 
they meet?
