[OSM-newbies] Tile representing center of Shanghai never gets rendered.

Dear all,

I ask for tiles to be rendered on http://www.informationfreeway.org/ by
zooming to level 12 and ctrl-clicking. This works for the tiles around the
center of Shanghai, but not for the center itself. Why? Center of Shanghai
is at Lat 31.219947, Lon 121.429532
