To answer (1) and (2) see
http://wiki.openstreetmap.org/index.php/FAQ#I_have_just_made_some_changes_to_the_map._How_do_I_get_to_see_my_changes.3F
To answer (3):
The mapnik layer has imported coastline data for the whole world and
displays this in its view. For most of the world (the area outside the UK)
this is only shown as a line and not as filled sea.
The tilke at home layer generates coastlines from data which has been extracted
from PGS share files,, and specifically uploaded to the OSM database and
tagged as natural=coastline. The areas which have been uploaded are mainly
detailed on:
http://wiki.openstreetmap.org/index.php/Almien_coastlines_%28PGS%29
