I've got JOSM working fine on Kubuntu, though not quite the latest 
version.  What value do you have in 
'/proc/sys/net/ipv4/tcp_window_scaling'?  I have some network problems 
here if it is not 0 and have a sneaky suspicion the two might be 
connected.  I'll try the latest JOSM later.
