Yes, just create the new wiki page for the proposed feature, list it on http://wiki.openstreetmap.org/index.php/Proposed_features, and wait a while for people to add comments / suggestions. Then after a few weeks / month open up the proposal for voting.

I would like to propose a new feature, but I'm not sure how I should go about it.
I would like to see glaciers added as a feature. This has already been proposed under piste maps (http://wiki.openstreetmap.org/index.php/Proposed_features/Piste_Maps), but I don't see a reference to it anywhere else.
Do I just create a new wiki page for this, or is there something else I should do first?
Glaciers cover about 10% of Iceland, so I find them to be an important feature to add to the map.
Oh and one more thing. The natural=water tag is, according to the map features page (http://wiki.openstreetmap.org/index.php/Map_Features#Natural), only supposed to be used on nodes and areas. Does this mean you have to make one long way all around the lake (if you want to render it as an area), or is it ok to break it up into several shorter ways?
