It has been done. I think some of the coastline data, (and possibly
the tiger dataset) have come via shapefiles. See for example:
http://wiki.openstreetmap.org/index.php/Shapefile_upload_script

Basically, for small sets of data you'd want a script to convert to a
local .osm file you can load in JOSM. For larger sets you'd want to
discuss on talk@ mailing list anyway.
