[OSM-newbies] Coastline

When you said you put all the files in the same directory, do you
mean that you have all the files NGA_GlobalShoreline_cd3 in the same
directory as coast_josm.pl? Instead, those shoreline files need to
be in a Data directory that is in the same directory as coast_josm.pl.

But if that's what you already have, then maybe the problem relates
to Windows? I've only run the coastline script on a Mac, so I don't
know if it needs to be modified for Windows.
