[OSM-newbies] postcodes, housenames, speed limits

Ancillary question - do certain tags imply other tags? For this
specific example, does highway=residential automatically imply
maxspeed=30 and lanes=2 (for instance)? So any way marked
highway=residential would have an automatic speed limit of 30, unless
a maxspeed=XX tag was added as well?

I am asking this because I'm wondering if we need to manually tag
every road with its speed limit, or impose global rules and only tag
the exceptions...?
