You only _need_ area=yes on ways that can be seen as both a linear object and 
an area object. E.g. highway=pedestrian can be both a road for pedestrians 
(without area=yes) and a town square (with area=yes). But amenity=parking 
only makes sense as an area (or single node), so tagging it with area=yes is 
redundant.
