[OSM-newbies] construction

I've been thinking as I'm mapping.
Most of these are long term projects
in mountain areas where they have no choice but to let people drive
on the road as it's being reconstructed. I'm going to label them
as construction. This will flag them as areas that could be better
in the future and as areas that need to be revisited.
