[OSM-newbies] some questionable cases

2 questions:

1. when a primary road has a tag ref=6 and joins a motorway, how should I set the ref-tag?

(the road numbering is defitite, the motorway shares both numbering schemes for a certain area, then the branching road gets the ref=6 number again)

2. when a way joins a quarry, so that the quarry can be accessed by that way, should it share a point with the area? If the quarry cannot be accessed by that way, shouldn't it share a point?

Background: the quarry dug away the upper way, I could climb down a 'way' (made by a caterpillar) with a motorbike, maybe it is possible with a tank as well. ;-)
The lower way joins the quarry, accessible with a car.
(4WD, preferably :), else visiting a clean park would be necessary)
