Not sure I understand what you are asking for as I thought Lars' explanation 
was the answer.  But maybe what you are asking for is :

This is dependant upon which renderer is used to produce the map,

so for mapnik 
http://svn.openstreetmap.org/applications/rendering/mapnik/osm-template.xml
for osmarender 
http://svn.openstreetmap.org/applications/rendering/osmarender6/
