Oh dear, nmy brain was not working properly when I added the link above for 
India from Cloudmade.

I menat to write :

or try the download for the OSM data from 
http://downloads.cloudmade.com/asia/india/india.osm.bz2

from this page

and then use that as input for mkgmap.
