Enzo, what kind of GIS data, and in particular, which file format do you have 
available?  

Keeping in mind another poster's caution about the danger and complexity of 
bulk imports, there is a new tool under development by Ian Dees which converts 
ESRI Shapefiles to OSM.  This java shp2osm has rules to map the SHP attributes
to OSM tags.
