Thanks for the heads up guys! im just trying to try different things if this
can be done...

@David Carmean - yes, im hoping to do this seamlessly (if possible?) with
shapefiles, mostly .shp, .dbf, .shx, etc....
is this new tool by Ian is already in near completion? Where can i get more
info on this?

@Thomas Meller - yes, i would like to do a mass data import. is this too
dangerous?

@Claudius Henrichs - about the process you suggested:
*1. Make sure that the data source licence is compatible with submitting
it to OSM
2. Use GPSBabel ( http://www.gpsbabel.org ) to convert the data to GPX.
3. Open it in JOSM ( http://josm.openstreetmap.de ), check that
everything is okay and finally...
4. upload it to OSM database*
i am currently confused about step 1, kindly explain more on that? what do
you mean about data source licence compatibility?

Enzo, what kind of GIS data, and in particular, which file format do you
have
available?

Keeping in mind another poster's caution about the danger and complexity of
bulk imports, there is a new tool under development by Ian Dees which
converts
ESRI Shapefiles to OSM. This java shp2osm has rules to map the SHP
attributes
to OSM tags.
