"Anlieger frei" is not 'access for residents only' but
"frei für alle die ein Anliegen haben" = 'access for people with a need
to enter'

in http://wiki.openstreetmap.org/index.php/Key:access this is defined
by access=destination (or in many german cities hgv=destination)
