Ok, my example was not good chosen. Assume the case a town will build a
new district and offers an architecture contest. Somebody wins this and
also suggests the names of the streets according to his new part of the
town. Than it would be possible that the these names constitute a
creative work. However even in this case (in Germany) the street names
go into PD if they are published by the government (like all things like
laws etc.) in papers like the "Bundesanzeiger" and its regional
equivalences.
