There are the "access" keys:

In your case you could use horse=yes and foot=yes respectively, but
thats probaly not necessary since highway=residential usually allready
allows them.
However, if these ways are actually signed as bridleway and footway you
may consider using highway=bridleway and ...=footway and add
motorcar=yes (if cars are allowed).
