Yep.. it's the zoom issue..    Reducing the zoom number after pasting
the URL into JOSM and before clicking "OK" will fix your problem...
Turn on the "show download boundaries" option, too.  A lot of ways
stray outside the bounding box when downloaded because the entire way
is downloaded, not just the part you're looking at.  What you ACTUALLY
downloaded, you'd have to zoom in to that little clump in the middle
left of the JOSM window in your screenshot.
