This can't be fixed. If everything in the database would be displayed in a 
single map, then you would not have a map, but an unreadable mess.

This is why on both the mapnik and the T at H layer of the map on the main site 
only a part of all tagged features are displayed. The other features are (or 
can be) used when specialist maps are made. Like cycle routes are only 
displayed on cycle maps, welsh names are only displayed on the welsh map, 
etc.
