[OSM-newbies] Abutters / Landuse

The abutters tag was one of the original map Features tags long before ways
or areas were supported. I still add them to all highway ways (out of habit)
but never to anything else. Its still a useful tag to add to ways because it
means you can tell a lot about the surrounding area without having to look
in the data for area information.
