[OSM-newbies] Relations for Routes (numbered routes)

This is not currently a method used for relations, although
theoretically possible, the highway reference is considered 'integral'
to the tagging of the way.
Some useful feaures in editors are probably JOSM's paste tags function
and Potlatch's repeat tags function.

Open the relations panel in JOSM (using the button on the left toolbar)
Create the relation
Tag as appropriate
Select items in the editor window and click add to relation.
Apply roles as required.

Please be aware that those in the proposal status are very roughly
planned and should not yet be used.
