Looks like he wants sample data for some simulation, so it probably 
doesn't have to
be real. If that is correct, he can simply assume different widths for
different kinds of road.  I.e. motorways are wide, unclassified narrow.
A road with lanes=2 is twice the width of what it usually is, and so on.
