After having a look at the area you're editing, it turns out that you're 
missing intersections between roads.

Whenever two roads should be crossing at ground level, remember to make an 
actual crossing: a node that is contained in both roads.

Activate the "add node" tool in JOSM, then click on the intersection of the 
two would-be-crossing streets.
