OK, so the bridges in question have rendered correctly in Osmarender, so I
will take Thomas' supposition about JOSM and make it my own. (Though I think
correct rendering in JOSM would make adding bridges and layer tags more
obvious to edit-ers (editors?) )

However I have encountered something else rather odd.

I edited the highways to include the bridges after putting in the surface
road. However, at the time I did not bother to include a layer tag seeing as
there is only the one layer, the bridge, above layer 0 (surface layer). Note
how the highways are above the surface road, but the "bridge" designator
still renders below the surface road. Rather odd if you ask me, and
something I think the renderer should be able to handle without a layer tag.
Is this a one-off, or are layer tags essential now? For every road, river,
and way?

I have since added the layer tags via Potlatch to hopefully make things
render correctly. Note: Mapnik has yet to show the changes in this area.

Just thought I would add a little closure to the subject. While opening up
another can of worms.

Thanks for the comments.
