[OSM-newbies] roads that pass through/under buildings

Since "layer" is meant relative to the crossed osm elements, and not 
relative to ground, I don't consider that tagging for the renderer, but 
convenient to tag the tunnel instead of looking for other conflicts it 
may create to tag whatever passes over with a different layer.
