At http://wiki.openstreetmap.org/index.php/Main_Page it says at the "Meta
Info" place some stuff about how the server is going.
It says in the first place: Platform Status - Running with
problems(highlighted in yellow). It is also a wikilink so it will take you
to the page at: http://wiki.openstreetmap.org/index.php/Platform_Status
Where you can see analytical information about the various services running,
and how they are going. Take a look, or at least a glimpse. I took a glimpse
and it was a bit interesting. I believe it is up to date. You can also
contribute downtimes and uptimes you have spotted, because in edit history I
see someone changed a downtime 2 hours later to status:up, so I think the
changes are up to date, and frequent.
