If you need osm2pgsql, try compiling it with MSYS and MinGW [1].  You
will have to download and compile the libraries it depends on as well
(libxml2, geos, proj, bzip2, zlib, etc.).  It might take some time,
but that's the consequence of using Windows.  Microsoft doesn't make
it easy for you unless you buy their build tools.  Might I ask why you
need these conversion tools to work on Windows?
