[OSM-newbies] Ways and boundaries

Since JOSM (and Potlatch) are fairly bad at dealing with shared ways
(a way which is a river and the boundary to a county, for instance, to
cite your example), I suggest the best thing to do is to draw them
separately - put the county boundary right next to the river, but as a
separate way.
