[OSM-newbies] barrier - bollard

JOSM has an icon for both barrier=bollard as well as barrier=gate.
Both are only rendered in Osmarender (former as icon, latter as a
black line), but not in mapnik.
I'd insert it as barrier=gate since bollards are more like static
versions of gates, that are not meant to be removed/opened "on the
fly". The most fitting translation for "Schranke" would be "boom", but
it doesn't exist yet, and gate fits pretty well.
In any case, add the access=no, psv=yes tags to the "blocked" streets
(siehe: http://wiki.openstreetmap.org/index.php/De:Map_Features#Beschr.C3.A4nkungen
Bedeutet so viel wie: Zugang verboten, außer für Busse/öffentliche
Verkehrsmittel). This should render both in Mapnik (a street with
large red dashes) as well as Osmarender (street is crossed out). It
will look like this:
