[OSM-newbies] Updating already uploaded data

You can upload from the same file. When JOSM uploads a new node (or way, 
or relation) it saves the ID that the server generates in the file, and 
thats sent with the object if you modify it locally and upload it again. 
However one thing that is suggested to do before you upload, especially 
if some time has passed, is to just download the area in JOSM again, 
just in case someone else has modified things in the meantime. If there 
are any conflicts JOSM will prompt you and you can choose which version 
to keep.
