[OSM-newbies] stacked POIs

Hi,

We just had a large import of POIs for Korea, and while I welcome the
data, things can get a bit confusing when using JOSM.

Being a vertical country, here you might have a building with a
convenience store on the 1st (ground) floor, a dentist's office on the
2nd floor, a clinic on the 3rd floor, etc.

Since the POIs were located using Yahoo's api to street address (yes,
permission was given for OSM) there are sometimes several different
POIs stacked on top of one another. The validator complains about
this, and I know I can just click the ignore, but this doesn't really
solve the problem.

I guess the renderer might not be able to render it correctly, but can
POIs use the "level" tag? If the level tag is not appropriate, what is
the commonly accepted plan for tall buildings with multiple
facilities? Ignore everything above ground level? Choose the more
important POI and place it? Which would be the more important POI?

And while on the subject of levels ... I know the way of a subway
should be on a negative level (at least when underground), but should
the station POI (or area) for a stop also have a negative level? Not
the subway exit where the people walk up to street level, but the
actual station/platform itself.

Any thoughts, especially on the first question, would be greatly appreciated.
