Perhaps I'm not as much of an old-timer as you, but I wouldn't give a
blanket advice against Potlatch, and certainly not in favour of JOSM, which
is a usability nightmare - I only delve into it as a last resort, so haven't
made my way up the learning curve recently, even though I used to use it for
all my edits.  Potlatch does most of what I want to do, and does it in the
way I expect, give or take a few crazy keystrokes.

As others have said, the problem with the Latitude/Longitude is probably
down to the particular data in OSM for that area, which is going to be a
problem whatever editor is used.
