There's lots of mistakes in OSM data as you have probably figured. I
would call this an omission, though. There are even more of those.

If not, ask for clarification back to this list, and be sure to mention
which editor you are using. If the wiki can be made more clear, it
would be valuable if you edited it to make it more intuitive for
newbies.
