I believe that it's Steve Chilton working alone on the map/scanning
for that so I'd imagine that it's because that's all he's got round to
doing. I'm not sure if he's on this list (?) but he could answer these
questions much better.

We're keeping track of any maps that might be coming out of copyright
at http://wiki.openstreetmap.org/wiki/Out-of-copyright_maps so have a
look there for any mention.
