The address interpolation tool adds the street name to the nodes at each 
end of the interpolation. So, you need to select both the way which will 
become the addr:housenumber interpolation way (without any tags yet) and 
the street that those houses use as there address. With those two ways 
selected, (use Shift-Click to select more than one way) open the 
interpolation tool. It will have the street name pre-entered, and all you 
will have to do is enter the starting and ending addresses and the 
interpolation increment.

(I haven't yet been able to get the new version, which can create nodes 
rather than ways and accept numeric increments, to work, probably because 
I'm not using the stable version of JOSM, which the instructions require, 
and I didn't want to revert.)
