  Hi,

The street will require a name (tag name= ), since the example above
has no name.

  More details -

In order to generate individual house numbers, you will also need to get
the latest JOSM-tested version (2561) at
http://josm.openstreetmap.de/josm-tested.jar , then update all plugins to
get AddressInterpolation Version 18874 .

 To use:

Select the Address interpolation way just as before.
Then press Shift + select the street.
Both the address interpolation way and street should now be highlighted
as selected.

Then Tools -> Address Interpolation

Be sure to check the box "Convert way to individual house numbers".

PS.

About Un-named streets. I use the name to distinguish between the street
and address interpolation way (although I could instead look for highway=
xxx ). It would be useful to associate the houses with the street using
a relation as you are creating them. Currently I require a name to
proceed, but there may be valid cases of unnamed streets. If you have
unnamed streets, I can change it to work using an associated street
relation, but I'll need to think about this a bit since that will create
many anonymous street relations that are hard to distinguish in the editor
or even in Geo-Navigating applications.

   Regards,

   Mike
